I gave a fully constitutional solution: there is NO FILIBUSTER IN THE CONSTITUTION -- it is only a rule made by the Senate majority to give comfort to the minority that can be revoked. The VP JOE BIDEN is CONSTITUTIONAL PRESIDENT OF THE SENATE and can bump Harry Reid and Mitch McConnell aside any minute of the day 24/7/365.

Nobody is allowed INSURRECTION under the CONSTITUTION. Majority rules, minority gets no veto power.
