You CANNOT AMEND THE THE CONSTITUTION by making State laws. The Constitution has a process followed 27 times in American History. States wanting to change the Constitution MUST use the process or be declared in INSURRECTION and ANTI-CONSTITUTIONAL VIOLATIONS OF CITIZEN'S PROTECTED RIGHTS.
The US Courts have the Jurisdiction and the power to declare North Dakota in INSURRECTION, arrest all legislators stealing women citizen's rights and declaring the state govt is dissolved.
The INSURRECTION ACT of 2006 authorizes the President of the United States the power to invoke the FORCE ACT and use military forces within the US Borders in the authorized exceptions to the POSSE COMITATUS ACT.
Anti-Constitution acts will be crushed by the American People who will not tolerate violation of Women's CIVIL RIGHTS in all 50 States.

When Liberals created the United States, they understood that the "Citizens" were the sovereign, not "royalty" or kings. They overthrew royalty. They started with a blank slate, giving govt exact powers in writing, keeping important rights to the SOVEREIGN CITIZENS whom are the source of all govt power. The newly created govt started with NO POWER because it did not exist. The ONLY POWERS that the govt had were given EXPLICITLY IN WRITING plus a very small limited set of powers "IMPLIED, as necessary to carry out the explicit duties and responsibilities". If any power of govt is not explicit or implied, then it is usurped. A power STOLEN from the SOVEREIGN is not a legitimate govt power, and is only used under "COLOR OF THE LAW" as an ANTI-CONSTITUTIONAL ACT.
The power to regulate wombs was not given to govt because the technology for safe abortions did not exist. Women died aborting fetuses and that was "punishment enough" to satisfy a male-ruled culture which wouldn't allow women to vote or own property or even work most jobs to support herself.
Since there was NO GOVT POWER to control wombs and abortions, that power has never existed in govt anywhere. All States, like North Dakota, accepted the status quo upon joining America. North Dakota has never had any independent power to regulate women's private parts. That power has NEVER EXISTED IN GOVT.

Especially Jehovah, who hates kids and loves ripping open pregnant women and bashing kids brains out by smashing their heads against the wall. No Jehovah is far too barbaric to be taken seriously in American Law.
